[hatari-devel] Slow sound buffer

Hi,

This patch controls the emulation rate to maintain sound synchronization.
The sample rate is varied by -10 or 0 or 10 cents on each emulated VBL,
and doesn't affect any computations outside of Main_WaitOnVbl(void).

This patch is simple and I think you will like it.
