Yes, but plain ascii doesn't solve any problem regarding country specific 
characters as some of these characters just don't exist in american ascii.

On the other end, iso8859 and utf8 allow to code any/most of the 
characters we could need to use (french accents, german ß, ...)

I'm not against utf8, as most of the time the file will be the same byte 
to byte as iso8859 (in our case at least) and it's certainly the 
international standard. But is there a way to make berlios correctly 
display utf8 in commit messages ?
